Rethinking the Water Year: Aligning Supply & Demand in a Changing Water Resources Landscape


Confluence Law is proud to be sponsoring the 2025 AWRA-WA State Conference! This conference brings together water professionals, policymakers, engineers, scientists, lawyers, students, and regulators to tackle one of the most critical challenges of our time: how do we manage our water resources better given the legacy of past management decisions, competing demands, and a changing climate? Through thought-provoking sessions and candid discussions, we'll explore not only the challenges we face but the opportunities ahead.


This year’s conference features two dynamic keynote speakers who will set the stage for thoughtful dialogue and forward-looking solutions. Opening the day, Dillon Honcoop, Communications Director for the Washington farming advocacy nonprofit, Save Family Farming, as well as its local partner organization, Whatcom Family Farmers, will present on, “The Missing Link: Bridging the Gap Between Water Regulations & Emerging Realities to Build Future-Ready Communities.” Drawing from his extensive experience in media, outreach, and advocacy, Dillon will highlight how communication and collaboration can help communities adapt to evolving water challenges.


Closing the conference, Dr. Hannah Hämmerli, Assistant Professor in WSU’s School of the Environment, will share insights from her research on environmental governance and policy in her talk, “Moving from Tension to Cooperation: Water Governance for a Sustainable Future.” With expertise spanning hydropolitics, institutional change, and sustainable water governance, Dr. Hämmerli will offer strategies for fostering cooperation and resilience in the face of complex water resource issues.
