Highlights from the 2nd Annual Water Law in Eastern Washington Conference

On May 21–22, 2025, professionals from across the water law and natural resources sectors convened in Spokane for the 2nd Annual Water Law in Eastern Washington Conference. Co-hosted by Jamie Morin of Confluence Law, PLLC, and Ben Lee of Landau Associates, the conference offered a two-day forum focused on the legal, regulatory, and policy issues shaping water management in the Eastern Washington region.

This year's conference featured a diverse lineup of speakers representing state agencies, Tribal governments, consulting firms, and legal practices. Session topics included water rights adjudication, groundwater-surface water interaction, Tribal water sovereignty, infrastructure challenges, and recent legislative developments affecting Eastern Washington’s water systems. Discussions emphasized not only legal complexity but also the need for interdisciplinary collaboration in navigating future demands on water supply and governance. The conference drew 120 attendees, reflecting continued interest in advancing practical solutions to the region’s water issues.

Dine Around: Extending the Conversation


In conjunction with the conference, Confluence Law and Landau Associates organized an informal Dine Around on the evening of May 21. The event brought together over 30 participants in small groups for dinner at various Spokane restaurants. Designed as a relaxed networking opportunity, the Dine Around allowed attendees to continue conversations from the day’s sessions in a more casual setting.

We are especially grateful to the speakers who shared their knowledge, the attendees who participated in thoughtful discussion, and our fellow sponsors—Spokane County Bar Association and Landau Associates. We also thank Gonzaga University School of Law for generously hosting the conference and providing an excellent venue for regional dialogue on these important issues.


We look forward to continuing this work together and to welcoming new and returning participants to the 3rd Annual Water Law in Eastern Washington Conference in 2026.
